Official Rules
1. CONTEST: NO PURCHASE NECESSARY TO ENTER OR WIN. PURCHASE WILL NOT INCREASE THE ODDS OF WINNING. The "Tobacco. It’s A Waste." Contest (the "Contest") begins at 9:00 AM Eastern Standard Time on February 15, 2010, and ends at 5:00 PM Eastern Daylight Time ("EDT") on April 2, 2010 (the "Contest Period"). Odds of winning depend on the number of eligible entries received. The Contest is sponsored by Connecticut Department of Public Health ("Sponsor"). Prizes and other consideration furnished by WTIC FOX 61 and Entravision Communications Corp. (the "Promotional Entities"). Services provided by Cronin and Company, LLC and Bauza and Associates (the "Additional Entities"). Contest is subject to the eligibility guidelines below. VOID WHERE PROHIBITED.
2. ELIGIBILITY: THE CONTEST IS OPEN ONLY TO LEGAL RESIDENTS OF THE STATE OF CONNECTICUT AGES 13-24 at the time of entry and at the time the prize is awarded, with Internet access as of February 14, 2010, and whose entry is submitted while entrant is physically present within the borders of the geographical area of the State of Connecticut. An entrant whose birthday falls within the Contest Period may submit a Video(s) (defined below) in any Video Category (as described in Section 4 below) for which he/she is eligible to submit at the time of entry. Void outside of the State of Connecticut and where prohibited or restricted by law, including, without limitation, the State of Maine. Employees of the State of Connecticut and employees and competitors of the Promotional Entities and employees of the Additional Entities, and each of its or their affiliates, subsidiaries, franchises, agents, representatives, advertising and promotion agencies and fulfillment companies—including, without limitation, those involved in the administration, execution and judging of the Contest—and their immediate families (parents, children, siblings, spouse) and members of their same households (whether related or not) are not eligible to enter.
3. HOW TO ENTER: To enter the Contest, during the Contest Period, entrants must visit the website located at www.itsawaste.org (the "Website"), follow the links and instructions and: (a) complete and submit the registration form by providing a valid e-mail address and the requested information and materials (the "Registration Materials"); and (b) once the registration process is complete, entrant will be redirected to www.youtube.com to upload one (1) fully original video that complies with these Official Rules (the "Video"), including, without limitation, the entry format guidelines for the Video set forth in Section 4 below. Multiple entries in any Video Category(ies) for which an entrant is eligible to submit an entry are permitted. However, an individual entrant must use his/her own e-mail address as multiple entrants are not permitted to share the same e-mail address when making a submission. The Registration Materials and the Video are sometimes hereinafter referred to collectively as the "Submission Materials". Submission Materials not complying in all respects with these Official Rules are subject to disqualification, as determined by Sponsor at Sponsor’s sole discretion. Sponsor’s computer is the official time-keeping device for the Contest. If entrant has not yet reached the age of majority in the State of Connecticut, (a) entrant must provide a valid e-mail address for his/her parent/legal guardian, which e-mail address cannot match entrant’s e-mail address used for registration and (b) in the event entrant is selected as a potential finalist/winner/the grand prize winner, Sponsor will contact his/her parent/legal guardian who will be required to consent to participation and sign certain documents in accordance with these Official Rules.
4. Entry Format Guidelines: The subject matter of the Video submitted by an entrant must be one (1) of the five (5) tobacco prevention categories (each a "Video Category") listed below, the language of and/or used in the Video must be as listed below for the applicable Video Category, and the Video submitted by an entrant may only be in a Video Category for which the entrant is a member of the age group of the intended audience listed below for the applicable Video Category:

IMPORTANT: IN NO EVENT SHALL ANY VIDEO SUBMITTED BY AN ENTRANT, OR INCLUDING AN INDIVIDUAL, UNDER 18 YEARS OF AGE CONTAIN ANY TOBACCO PRODUCTS. USE OR DISPLAY OF TOBACCO PRODUCTS IN ANY VIDEO SUBMITTED BY AN ENTRANT, OR INCLUDING ANY INDIVIDUAL, UNDER 18 YEARS OF AGE WILL AUTOMATICALLY DISQUALIFY THE APPLICABLE ENTRY. ENTRANTS MUST TAKE APPROPRIATE SAFETY PRECAUTIONS WHEN MAKING THE VIDEO. ENTRANTS SHOULD NOT ATTEMPT, OR ENCOURAGE A THIRD PARTY TO ATTEMPT, ANYTHING DANGEROUS OR RECKLESS OR ANY INAPPROPRIATE ACTIVITY.
Video Technical Specifications: To be eligible, the Video must comply with the following technical specifications:

or MKV (h.264) format (as more fully set forth by www.youtube.com)
Maximum File Size: 2GB in size
To be eligible, the Video must also meet the following submission requirements:
If any person other than the entrant appears in the Video, prior to submission of the Video, entrant must secure the right to use his/her/their image(s), name(s) and voice(s), as applicable, in the Video in accordance with these Official Rules. Any entry missing one or more of the abovementioned elements or not complying with one of the abovementioned restrictions may be disqualified in Sponsor's sole discretion. If a Video exceeds the maximum time allowed, only the first twenty-five (25) seconds will be judged; provided, however, any and all portions of the Video submitted may be used by Sponsor as set forth herein in its sole discretion. Sponsor reserves the right to reject or disqualify any Submission that it deems inappropriate, in its sole and absolute discretion, including for references to violence, sex, illegal or inappropriate activity. No automatic, programmed, robotic or similar means of entry are permitted.
Once all Submission Materials have been submitted and uploaded to the Website in accordance with these Official Rules, the entrant will be officially entered into the Contest. Submission Materials cannot be revised or altered once submitted. Proof of submission will not be deemed to be proof of receipt by Sponsor. All eligible Videos will be posted on the Website.
All entrants must be willing to conduct media interviews and make public appearances on behalf of Sponsor prior to, during and for up to one year after the Contest. Entry into this Contest constitutes permission to use each entrant's name, image/likeness, photograph, picture, portrait, voice and biographical material in advertising and publicity and for other promotional purposes in all media now known or hereafter devised without notice, compensation or other consideration by Sponsor (except where prohibited by law).
An entrant's Submission Materials must be entirely his/her original creation, executed (written and created) solely by that entrant and must not have been published previously or won any other prize or award. An entrant's Submission Materials must not be subject to any restriction or limitation on the right to submit any portion of the entry into the Contest or to use any portion of the Video. Sponsor is not responsible for lost, late, scrambled, jumbled, destroyed, delayed or misdirected Submission Materials, or for unauthorized access to or alterations of Submission Materials or for errors, omissions, deletions, defects, theft, destruction, interruptions, failures in transmission of Submission Materials, malfunctions of electronic equipment or the Website, computer hardware or software, delays in operation, problems registering with the Website, uploading Submission Materials or for other technical problems related to the Internet. Sponsor is not responsible for illegible or unintelligible entries or incorrect or inaccurate entry information, whether caused by Internet users or by any of the equipment or programming associated with or utilized in the Contest or by any technical or human errors which may occur in the processing of any Contest entries or for typographical or technical errors or any other errors of any kind, whether human, mechanical or electronic or for any damage to any person's computer arising out of participation in this Contest. No incoherent, unoriginal or incomplete entries will be accepted. Persons found tampering with or abusing any aspect of the Contest and/or the Website, as solely determined by Sponsor, may, in Sponsor's sole discretion, be disqualified and may be subject to prosecution. Sponsor may prohibit an entrant from participating in the Contest or winning a prize if, in Sponsor's sole discretion, it determines that said entrant is attempting to undermine the legitimate operation of the Contest by cheating, hacking, deception, or other unfair practices (including the use of automated quick entry programs) or intending to annoy, abuse, threaten or harass any other entrants or any Sponsor representatives. Any entrant who attempts to participate using multiple e-mail addresses, multiple identities or any other device or artifice to participate multiple times or to interfere with the proper administration of this Contest, will be disqualified from participation in the Contest. To qualify, Submission Materials must be received during the Contest Period. Submission Materials will not be acknowledged or returned.
CAUTION: ANY ATTEMPT BY AN ENTRANT TO DELIBERATELY DAMAGE ANY WEB SITE OR UNDERMINE THE LEGITIMATE OPERATION OF THE CONTEST MAY BE A VIOLATION OF CRIMINAL AND CIVIL LAWS AND SHOULD SUCH AN ATTEMPT BE MADE, SPONSOR RESERVES THE RIGHT TO SEEK DAMAGES FROM ANY SUCH PERSON TO THE FULLEST EXTENT PERMITTED BY LAW.
In consideration of participating in the Contest, each entrant (and, if an entrant is a minor, his/her parent or legal guardian) unconditionally and irrevocably grants to Sponsor a non-exclusive, royalty-free, perpetual, universe-wide, transferable and sublicensable right and license to use, copy, reproduce, publish, distribute, perform, display, translate, adapt, edit, modify, create derivative works out of and otherwise exploit his/her Submission Materials and the content thereof, in any way, in any and all markets, in any and all media now known or hereafter devised, without limitation and without notice or consideration to the entrant, and upon Sponsor's request, will execute any documents necessary to effectuate such license. Notwithstanding the foregoing, each entrant (and, if an entrant is a minor, his/her parent or legal guardian) agrees that except with respect to submission of the Video as part of the Contest, he/she will not in any way, and he/she will not license or permit any third party to in any way, use or exploit the Video in any manner whatsoever unless Sponsor has provided its prior written consent with respect thereto. Each entrant (and, if an entrant is a minor, his/her parent or legal guardian) represents and warrants that he/she is the sole and exclusive owner of the Video and has the right to grant such rights to Sponsor and that the reproduction, publishing, broadcasting, displaying and/or other use of the Submission Materials by or on behalf of Sponsor will not infringe upon or violate any rights of any third party, including but not limited to copyrights, trademarks, right of privacy or right of publicity. Without limitation of the foregoing, Submission Materials may be featured on the Website, in public service announcements, in tobacco prevention advertisements and in other promotional materials and advertising of the Contest and/or Sponsor. By entering, entrants agree that in connection with the Contest they have no right to bring, and covenant not to bring, any claim, action, or proceeding of any kind or nature whatsoever against Sponsor, the Promotional Entities, the Additional Entities or any of its or their respective directors, officers, employees, subsidiaries, affiliates, agents, partners, representatives, suppliers, divisions, agencies, successors, assigns, licensors and advertising, promotional and judging agencies, and any and all prize suppliers. Entrants shall not receive any compensation for use of the Submission Materials. Entrants may, in Sponsor's sole discretion, receive credit for use of the Submission Materials (e.g., by providing name recognition) as determined by Sponsor.
5. JUDGING:
(a) Initial Round: Qualified, independent judges will select ten (10) semi-finalists in each Video Category (provided that a sufficient number of eligible Video entries are received by Sponsor in each Video Category), for a total of fifty (50) semi-finalists (provided that a sufficient number of eligible Video entries are received by), using the following equally weighted objective criteria when judging (the "Initial Round Criteria"):
In the event of a tie, the entry with the higher score in the creativity category will be deemed the semi-finalist. In the unlikely event a tie still exists, the entries involved will be re-judged by an additional independent judge who will serve as a tiebreaker and evaluate those entries according to the Initial Round Criteria. The potential semi-finalists will be notified by phone and/or e-mail on or about April 14, 2010. As a condition of eligibility to move on to the Finalist Round, all semi-finalists (or the parent or legal guardian of the semi-finalist in the case of a minor) must execute an affidavit of eligibility, publicity release (except where prohibited), liability waiver, and/or any other documentation required by Sponsor within three (3) days of delivery to such entrant's e-mail address or postal address identified by him/her during registration; the choice of which delivery method is used shall be in Sponsor's sole discretion. If a semi-finalist cannot be reached after a reasonable effort has been made (as determined by Sponsor), fails to execute any such documentation within such time period, or if such semi-finalist is found to be ineligible, an alternate semi-finalist may be selected. Any notification returned to Sponsor as undeliverable will result in disqualification and the naming of an alternate semi-finalist. A list of the semi-finalists will be posted on the Website on or about April 19, 2010.
(b) Finalist Round: Five (5) finalists in each Video Category, for a total of twenty-five (25) finalists, will be selected from among the semi-finalists in each Video Category based upon the results of the online public voting (the “Finalist Round”). The semi-finalist Videos will be shown on WTXX and WTIC during the online public voting period. Please check the Website for airdate and time. The online public voting will take place at the Website during a two-week period beginning April 21, 2010 at 9:00 am EDT and ending at 5:00 pm EDT on May 4, 2010, pursuant to voting rules to be posted on the Website. There are two ways to vote (on-line and via text message):
Vote On-Line: Log onto www.itsawaste.org and follow the “Tobacco. It’s a Waste” Contest link(s) until reaching the voting page. Complete all required fields in the Contest voting form. On-line entries containing attachments, generated by a script, macro or other automated means shall be disqualified. On-line entrants must use their own name. Copies or other mechanical reproductions, facsimiles, entries containing technical or electronic reproductions, entries containing attached files are not eligible and will be rejected. Limit five (5) votes per unique IP address per day during the public voting period. If more than five (5) votes per IP address per day during the public voting period are received, only the first five (5) votes received will be counted. Votes generated by script, macro or other automated means will be void. Only persons at least thirteen (13) years of age will be eligible to vote in the Finalist Round. Voters in the Finalist Round will be asked to rank the semi-finalists from each Video Category based on the following criteria: creativity (33%), entertainment value (33%) and impact of tobacco use prevention message (34%).
Vote via Text-Message: The semi-finalist Videos will be shown on WTXX and WTIC during the online public voting period and every video will be given its own unique code word. Using the text messaging feature on your cellular telephone, send a text message to #37798 with the code word “NEVER1”, “NEVER 2”, “NEVER 3”, “NEVER 4”, “NEVER 5”, “NEVER 6”, “NEVER 7”, “NEVER 8”, “NEVER 9”, or “NEVER 10” for your vote for the age 13-14 English Language Version category; “WASTE1”, “WASTE2”, “WASTE3”, “WASTE4”, “WASTE5”, “WASTE6”, “WASTE7”, “WASTE8”, “WASTE9”, or “WASTE10” for your vote for the age 15-17 English Language Version category; and “PASS1”, “PASS2”, “PASS3”, “PASS4”, “PASS5”, “PASS6”, “PASS7”, “PASS8”, “PASS9”, or “PASS10” for your vote for the age 18-24 English Language Version category. All voters must have a text messaging two-way capable handset and digital service in order to enter the Contest using the text messaging method. Voters will be sent a text message to confirm or reject vote into the Contest. Text-Message votes may be subject to fees under the terms of the entrant’s cell-phone/text messaging subscription plan (contact your carrier for pricing plans and details). Text messaging and wireless service are not available in all areas. If any dispute arises as to identity of any entrant, an entrant shall be considered the authorized account holder by the cellular provider. “Authorized Account Holder” is defined as the natural person who is assigned a number by the cellular provider or as shown on the cellular provider’s records or the natural person authorized to use the number by an entity that is shown on cellular provider’s records for that number. Only entries to the designated number and containing the correct keyword shall be eligible. Sponsor reserves the right in its sole discretion to disqualify any text message entry at any time which in Sponsor’s opinion does not comply with these Official Rules.
Restrictions: Limit five votes per IP address, per day, and five votes per cell phone number per day. Duplicate votes from the same person or cell phone number will be disqualified. All votes become the property of Hartford Courant, FOX CT, WTXX, and Vibes Media, LLC (collectively, "Contest Entities"). Any individual who attempts or otherwise encourages, directly or indirectly, the entry of multiple or false contact information under multiple identities, by cellular phone, or uses any robotic, automatic, mechanical or programmed device or artifice to enter or encourage, directly or indirectly, multiple or false entries, as determined by the Contest Entities, will be disqualified. In the event of a tie, the tied entry with the highest score from the Initial Round of judging will advance as a finalist; if the scores from the Initial Round are equal, then the tied entries will be re-submitted to an independent judging panel and evaluated according to the equally-weighted Initial Round Criteria. The potential finalists will be notified by phone and/or e-mail on or about May 6, 2010. If a finalist fails to respond within forty-eight (48) hours of notification, or if such finalist is found to be ineligible, an alternate finalist may be selected. A list of the finalists may be posted on the Website on or about May 10, 2010.
(c) Winner Round: One (1) prize winner in each Video Category, for a total of five (5) prize winners, will be selected from the finalists in each Video Category. The prize winners will be selected on or about May 14, 2010 by a qualified panel of judges. The finalists' Submission Materials will be judged by the judges based on the equally-weighted Initial Round Criteria (as set forth above in Section 5(a)). In the event of a tie, the tied entry with the highest score from the Initial Round of judging will advance as a prize winner; if the scores from the Initial Round are equal, then the tied entries will be re-submitted to an independent judging panel and evaluated according to the equally-weighted Initial Round Criteria. As a condition of eligibility to being designated a prize winner and/or to claim a prize, potential winners may be required to execute additional documentation, as determined by Sponsor in Sponsor's sole and absolute discretion. The potential winners will be notified by phone and/or e-mail on or about May 17, 2010. If a winner fails to respond within forty-eight (48) hours of notification, fails to execute any such documentation, or if such winner is found to be ineligible, an alternate grand prize winner may be selected.
(d) Grand Prize Round: One (1) grand prize winner from among the five (5) Video Category winners will be selected. The finalist who received the highest score during the Winner Round will be declared the grand prize winner. In the event of a tie, the tied entry who received the highest score during the Finalist Round will be declared the grand prize winner. In the unlikely event a tie still exists, the tied entry with the highest combined score in each of the three rounds in the impact category will be declared the grand prize winner. As a condition of eligibility to being designated the grand prize winner and/or to claim the prize, the grand prize winner may be required to execute additional documentation, as determined by Sponsor in Sponsor's sole and absolute discretion. The grand prize winner will be notified by phone and/or e-mail on or about May 20, 2010.
A list of the prize winners will be posted on the Website on or about May 21, 2010. The prize winners may also be announced via a press release after the applicable selection and notification process is complete.
By entering the Contest, entrants fully and unconditionally agree to be bound by these rules and the decisions of the judges and Sponsor, which will be final and binding in all matters relating to the Contest and are not open to appeal.
6. PRIZES: The five (5) winners will (a) have their Videos used in a tobacco prevention advertising campaign for the Connecticut Department of Public Health and (b) receive a Blu-Ray DVD Player. The grand prize winner will receive two (2) tickets to an American Idol concert to be held in Connecticut at a date still to be determined at a venue closest to the grand prize winner's residence (as determined by the Promotional Entities). The date and location of the concert attended by the grand prize winner and his/her guest will be determined by the Promotional Entities in their sole and absolute discretion. The grand prize also includes a meet and greet session at the concert and round trip limousine transportation from the grand prize winner's home to the venue and back. The grand prize winner and his/her guest must travel together and must comply with all venue rules and regulations. Actual value of the grand prize may vary depending on the location of the grand prize winner's residence. Dates of the concert are subject to change without notice.
Approximate retail value ("ARV") of each prize is $200. ARV of the grand prize is $1600. Total ARV of all prizes: $2600. All prizes are subject to the restrictions set forth in these Official Rules.
7. PRIZE RESTRICTIONS: Sponsor reserves the right, in its sole discretion, to substitute a prize or prizes of equal or greater value for any and all prizes. No other substitutions, cash equivalents or transfer of prizes allowed unless specifically authorized by Sponsor. If a winner has not yet reached the age of majority in Connecticut at the time of entry, (a) written authorization of his/her parent or legal guardian will be required before the prize may be awarded and such prize may be awarded to a parent or legal guardian on the minor's behalf and, if applicable, (2) his/her parent or legal guardian will be required to attend the concert or, in the alternative, the grand prize winner's guest may be an individual 18 years of age or older but only with the parent/legal guardian's prior written approval and such individual must accompany him/her during all travel and all events associated with the concert. The grand prize winner and his/her guest may not wear, or otherwise display, the corporate or commercial identification of any third party at the concert without the prior written consent of Sponsor/the Promotional Entities. The grand prize winner and his/her guest must be able to attend the concert on the date as specified by the Promotional Entities or the grand prize will be forfeited in its entirety. Each winner (or parent or legal guardian of a winner in the case of a minor) is solely responsible for all expenses, costs and fees associated with acceptance and/or use of the prize(s) not specified herein as being awarded including, without limitation, any and all taxes, gratuities, meals, and personal purchases/souvenirs. Each winner (or the parent or legal guardian of the a winner in the case of a minor) is solely responsible for reporting and paying any and all applicable federal, state and local taxes and any additional fees associated with prizes. All federal, state and local laws and regulations apply. A 1099 form may be issued to the winners. Winners (and, if an entrant is a minor, his/her parent or legal guardian) may be required to provide their social security number for reporting purposes. Any notification returned to Sponsor as undeliverable will result in disqualification and the naming of an alternate winner. Correspondence will not be acknowledged. All prizes will be awarded. If any winner rejects his/her prize, fails to submit the required documentation or is noncompliant with these Official Rules, the prize will be forfeited and may be awarded to the finalist in the applicable Video Category whose entry has the next highest score. Upon prize forfeiture, no compensation will be given.
8. GENERAL CONDITIONS: This Contest is governed by the laws of the State of Connecticut. These Official Rules incorporate the Terms of Service and the Privacy Policy of the Website. By participating in the Contest, each entrant (and, if an entrant is a minor, his/her parent or legal guardian) agrees (1) to be bound by and abide by these Official Rules and by all decisions of Sponsor, whose decisions are final and not open to appeal; (2) to release, indemnify, defend and hold harmless Sponsor, the Promotional Entities and the Additional Entities and its and their respective directors, officers, employees, subsidiaries, affiliates, agents, partners, representatives, suppliers, divisions, agencies, successors, assigns, licensors and advertising, promotional and judging agencies, and any and all prize suppliers ("Released Parties"), from any and all causes of action, liabilities, losses, harm, damages, injuries, costs, expenses, suits, cross-claims or counterclaims, or any other claims arising out of or relating to entrant's participation in the Contest, whether or not arising from the negligence of a released party, including but not limited to property damage, personal injury and/or death, any injury or damage to entrant's or any other person's computer relating to or resulting from participating in the Contest or downloading any materials related to the Contest, third party claims that may be made against entrant and/or any of the Released parties including without limitation those based on defamation, violation or infringement of a third party's publicity rights, right of privacy, copyright, trademark or other proprietary right and claims arising out of or relating to acceptance, receipt, possession or use/misuse of any prize (or while preparing for, participating in or traveling to and/or from any prize-related activity or otherwise), or any publicity or other public exposure of the entrant, or acts undertaken in preparation for or participation in the Contest; (3) to assume all risks, express or implied, associated with all claims released above, including without limitation, all risks concerning entry into and participation in the Contest; and (4) that neither Sponsor, nor any of the foregoing entities, have made or are responsible or liable for any warranty, expressed or implied, relative to a prize, including, but not limited to, its quality or fitness or merchantability, and all prizes are tendered to entrants on an "as is" basis. There are no warranties that extend beyond the description on the face of any contest materials of any prize. Sponsor reserves the right, in its sole discretion, to suspend, modify or cancel the Contest if the Contest cannot be run as originally planned for any reason including, but not limited to, as the result of tampering or infection by computer virus, bugs, fraud, non-authorized human intervention or other causes beyond the control of Sponsor. If, in the judgment of Sponsor, the Contest is compromised as set forth herein, Sponsor reserves the right to conduct the Contest from among all eligible entries received, if any, prior to the date on which the event that compromised the Contest occurred. Sponsor reserves the right to take whatever action it deems necessary or appropriate in connection with the administration of the Contest.
Each entrant must be the Authorized Account Holder of the e-mail account indicated by the entrant's e-mail address. "Authorized Account Holder" is defined as the natural person who is assigned to an e-mail address by an Internet service provider, online service provider or other organization (e.g., business, educational institution, etc.) that is responsible for assigning e-mail addresses for the domain name associated with the submitted e-mail address. In the event of a dispute over the identity of an entrant, an entry will be deemed to be submitted by the Authorized Account Holder of the e-mail account. Any entrant may be requested to provide Sponsor with proof that such entrant is the Authorized Account Holder of the e-mail address associated with his/her entry.
Each entrant (and, if an entrant is a minor, his/her parent or legal guardian) understands that during the Contest Period and thereafter, Submission Materials may be posted on the Website and/or other websites on the Internet, included, mentioned and/or discussed on local and/or national television and/or written about in newspapers, magazines, blogs, chat rooms, bulletin boards and elsewhere and/or included in advertisements and public service announcements. Each entrant (and, if an entrant is a minor, his/her parent or legal guardian) hereby acknowledges and agrees that the Released Parties may have no control over such uses, postings or the statements, opinions, discussions, comments or otherwise made about the content of the Submission Materials or the entrant. Without limiting anything set forth above, each entrant (and, if an entrant is a minor, his/her parent or legal guardian) expressly releases the Released Parties from and against any actions, claims, injuries, losses or damages allegedly caused, directly or indirectly, by any such uses, postings or comments.
An entrant's entry will be disqualified, at the sole discretion of Sponsor, if he/she attempts (a) to enter the Contest through any means other than described in these Official Rules; or (b) to disrupt the Contest, circumvent the terms and conditions of these Official Rules, or in any way tamper with any component of the Contest.
In the event there is a discrepancy or inconsistency between disclosures or other statements contained in any Contest material (e.g., marketing, advertising, applicable Terms of Use or other ancillary information) and the terms and conditions of these Official Rules, these Official Rules shall prevail, govern and control.

PRIVACY STATEMENT; USE OF DATA: Information collected during registration, including Sponsor's collection of personal data about entrants online is subject to Sponsor's privacy policy located at www.ct.gov. Please review Sponsor's privacy policy located at http://www.ct.gov/ctportal/cwp/view.asp?a=843&q=246588. Entrants acknowledge that information will be subject to YouTube's privacy policy (http://www.youtube.com/t/privacy) and terms of service (http://www.youtube.com/t/terms), as well. By participating in the Contest, entrants agree to Sponsor's collection and usage of their personal information in accordance with Sponsor's privacy policy and acknowledge that they have read and accept and agree to Sponsor's privacy policy.
